Storms Move On, But Aftermath Continues to Affect Logistics Industry

The storm fronts that bombarded the nation over the last week are dissipating, but the aftermath is still causing delays in the delivery of mail, newsstand, and newspaper inserts in the Northwest region. Receiving the worst of this storm, the Northwest is experiencing extreme flooding that has buried spots of Interstate 5 up to ten feet under water. This is forcing northbound Over-the-Road carriers to reroute as much as 200 miles out of their way causing massive delays for many transportation companies traveling in the Portland, OR area. The remainder of the storm front that has dropped over a foot of snow in the Midwest and much of the Northeast is currently leaving the remnants of its fury in Pennsylvania, where the intense snowfall is decreasing visibility and significantly slowing traffic.
Over-the-Road Conditions
All Quebecor World Logistics carriers are out for delivery, however, carriers traveling north towards Seattle, WA from Quebecor World’s Portland, OR Consolidation Facility may experience delays due to 20 miles of closed highway on Interstate 5 just south of Seattle. Detour alternatives are limited and most carriers are experiencing at least 150 additional miles, one way, to bypass the flooded portions of I-5 to reach Seattle, WA and destinations further north. All product is leaving QWL’s Consolidation Facility in Portland, OR on time, but the following USPS facilities may have delays in receiving mail because of the Interstate 5 closure:
- ADC, SCF and BMC in Seattle, WA (Zips serviced: 835, 838, 980-985, 988-994, 998-999)
- SCF in Everett, WA (Zips serviced: 982)
- SCF in Tacoma, WA (Zips serviced: 983-984)
- SCF in Olympia, WA (Zips serviced: 985)
Intermodal Conditions
Union Pacific (UP) has placed an embargo on all traffic headed for the Seattle, WA area due to severe rainstorms and flooding causing significant delays in rail freight destined for delivery or interchange in Seattle, Tacoma or Global Gateway North. Union Pacific has issued a statement detailing the arrangements of the embargo, expressing that they will continue to accept interchange traffic already in the pipeline that was billed prior to the date of the embargo, which was December 4, 2007 at 3:00 PM PST.
Inbound shipments that attempt to gate at any Union Pacific intermodal facility with destinations of Seattle, WA, Tacoma, WA, or Global Gateway North, WA, will be denied. UP will continue billing that is not affiliated with shipments beginning at Tacoma, WA or Global Gateway North, WA. Shipments currently at the Seattle facility can be picked up and shipments that are gated or in passage will be routed to their destinations as soon as possible.
